McGuireWoods Expands Raleigh Office With New Partners in Public Finance, Private Wealth and Environmental Practices

McGuireWoods is expanding its Raleigh office with the arrival of accomplished partners Mary Nash Rusher, Jean Gordon Carter and Charles Case, who join the firm’s leading public finance, private wealth, and environmental practices, respectively.

The trio joins McGuireWoods from the Raleigh office of Hunton & Williams. Their addition continues McGuireWoods’ growth across the country in recent weeks, including new partners in Pittsburgh, New York and San Francisco, where the firm opened its 22nd office worldwide.

Rusher, who joins McGuireWoods’ highly regarded public finance practice, brings three decades of experience representing bond issuers, banks and underwriters in financing transactions for counties, cities, local school districts and colleges. She represents clients in tax-exempt and tax-advantaged transactions, traditional government financings, and innovative financing strategies such as new markets tax credits and public-private partnerships. The Best Lawyers in America recognized Rusher as the Raleigh Public Finance “Lawyer of the Year” for 2015.

Carter, a highly regarded estate-planning and tax lawyer, joins the firm’s nationally recognized private wealth services group. She counsels clients on wealth transfer planning issues, including gift, estate and generation-skipping taxes, trusts, charitable giving, and estate administration. Carter also assists clients in the formation of charities and other tax-exempt entities, and in securing and protecting federal, state and local tax exemptions. She also assists clients in various federal and North Carolina tax matters. The Best Lawyers in America recognized Carter as the Raleigh Trusts and Estates “Lawyer of the Year” for 2016.

Case, one of North Carolina’s premier environmental lawyers, joins the firm’s regulatory and compliance practice. His practice focuses on environmental and administrative law matters and litigation. He has experience in all environmental media and major federal and North Carolina environmental programs, including air and water pollution, solid and hazardous wastes and toxic materials, and remediation of contaminated sites. He has provided advice and litigated such issues as environmental permits, penalties, notices of violation and non-compliance, clean-up orders, declaratory actions, and disputes over public records. He contributed to such North Carolina legislation as the Environmental Policy Act, Risk-based Remediation, Closed-loop Groundwater Clean-up Systems, Air Toxics and Title V implementation, and the Administrative Procedure Act. Case has been ranked among North Carolina’s top environmental lawyers by Chambers USA for 12 consecutive years.
